Canadian Megaprojects x Data Center Demand x UK Compliance x Reservoir Procurement x Formwork Tech

Table Of Content

Today’s brief is really about what happens before the work starts. Canada is trying to compress the approval path for a new cross-country pipeline. Data center demand is now moving fast enough to distort labor and materials markets around it. Two new UK rules push more compliance responsibility onto project teams. Thames Water is choosing builders for a ten-year reservoir before the infrastructure provider financing it has even been selected. And Doka is quietly digitising one of the most repetitive admin jobs on a concrete site. Different stories, same pressure: the industry is trying to remove uncertainty before it becomes delay.

Thread to watch: governments are trying to shorten decision paths, fast-growing sectors are bidding up scarce capacity, compliance is moving closer to operations, and major projects are forcing teams to price risk earlier than they would like.

01) Megaprojects: Canada gives Pacific Link the fast lane

Ottawa names the proposed pipeline its first project of national interest

Canada has designated the proposed Pacific Link oil pipeline as the first project of national interest under the Building Canada Act. The line would move one million barrels of oil a day from Alberta to the southern British Columbia coast, with Trans Mountain Corporation expected to develop and build it and Pembina Pipeline coming in as the private investor. The important bit for delivery teams is not the political ceremony. It is the attempt to turn a maze of approvals into one consolidated federal review.

This is really an experiment in whether governments can turn approval certainty into delivery speed. The route, developer, private investor and Indigenous equity framework are being shaped before anyone has priced the full job.

If the review timetable holds, the question quickly moves from politics to capacity: pipe mills, fabrication yards, specialist labor and long-lead equipment do not appear because a deadline was published.

Ottawa estimates the project could cost roughly C$35bn to C$44bn, but nothing has been approved yet. If September 2027 is the real decision point, who starts preparing the supply chain before then? (The Canadian Press via Castanet)

02) Economics: data center spending has gone vertical

Data centers are now doing much of the heavy lifting in US nonresidential construction

US construction spending reached a $2.2 trillion annualized pace in August, up 0.9% on the month. But the headline number hides where the real acceleration is happening. Data center construction spending jumped 7.5% in August alone, sits more than 73% above a year ago and has been growing at a 149% annualized pace since March.

The biggest consequence may not be how many data centers get built. It may be what that demand does to every contractor competing for the same electricians, switchgear, transformers and specialist subcontractors.

ABC also flagged that labor and materials escalation has started picking up again. A booming vertical can reset the price of capacity for everyone around it.

Data centers and power may keep US nonresidential construction moving, but the side effect is a much tighter market for the people and equipment everyone else still needs. What does your next bid look like when one customer category can keep paying more? (ENR)

03) Regulation: two new UK costs hit sites on the same morning

Right-to-work checks widen while the Building Safety Levy goes live

Two regulatory changes landed on UK construction sites on October 1. Right-to-work checks now extend to self-employed and other non-standard labor, while liability can reach the main contractor if illegal workers are found further down the chain and the right contractual safeguards were not in place. On the same day, the Building Safety Levy started applying to new building control applications for residential and student schemes above the relevant thresholds.

£612,000

Both changes pull compliance closer to the jobsite. Right-to-work risk now reaches further into subcontractor chains, while the levy changes scheme economics before construction even starts.

Site passes, attendance systems and biometrics suddenly look less like admin tools and more like evidence. The operating system of the site is becoming part of the compliance system.

The levy only applies to applications submitted from October 1, leaving schemes already in the system protected. That raises an obvious question: how much paperwork got accelerated last week to stay on the cheaper side of the line? (Construction Enquirer)

04) Project delivery: three teams left in the race for Britain’s biggest new reservoir

Thames Water shortlists the builders before the infrastructure provider financing the job has been chosen

Three major joint ventures are through to the final stage for the main works on the proposed White Horse Reservoir near Abingdon. Webuild has teamed with Hyundai E&C and FCC, Bouygues Travaux Publics with J Murphy and VolkerFitzpatrick, and Balfour Beatty Civil Engineering with Vinci Construction Grands Projets. The scope includes design, construction, testing and commissioning of the reservoir, plus tunnels, pipelines and river structures.

The sequencing is what makes this one interesting. Detailed contractor tenders arrive next spring and the main works award is targeted for autumn 2027, but the separate infrastructure provider expected to finance and co-deliver the scheme is not due to be selected until 2029.

That leaves bidders pricing a ten-year programme while part of the future commercial structure is still moving. Risk does not disappear. It just gets negotiated earlier.

For a project this large, procurement is not just about choosing who can build it. It is about deciding who carries uncertainty while the rest of the delivery model catches up. How do you price ten years of work when the eventual funder is still two years away? (Construction Enquirer)

05) ConTech: Doka puts formwork admin into one browser tab

Doka 360 brings planning, ordering, returns and material tracking into one US platform

Doka has started rolling out Doka 360 in the US, bringing planning, ordering, material management, logistics, returns and invoicing for formwork and scaffolding into one browser-based system. The rollout began in selected southeastern states after early-access testing in Germany and the US. There is no app to install, the base version is free, and one of the first tools site managers will notice is an AI feature that counts panels from a phone photo.

Bricks & Bytes take

This is the kind of construction technology that rarely gets a dramatic headline but can still remove very real friction. Formwork gets rented, moved, counted, returned and disputed across almost every concrete project.

The interesting bit is not that AI can count panels. It is that one small piece of field evidence can potentially connect logistics, inventory and commercial records without somebody rebuilding the story in a spreadsheet later.

If counting a stack becomes a photograph, the next question is whose record becomes the source of truth when the rental invoice arrives. (Construction Briefing)

The connective tissue: uncertainty is getting priced earlier

Canada is trying to compress approvals before contractors mobilise. Data centers are forcing every adjacent market to rethink capacity pricing. UK regulation is shifting compliance into site operations and development economics. Thames Water is asking contractors to bid into a financing structure that is still being assembled. And Doka is trying to remove disputes by creating better records at the point the work happens. Across all five, the pattern is similar: the winners are trying to identify the uncertainty earlier, assign it to someone and turn it into a process.

One practical move this week

Look at one live project and write down the three things your team is currently treating as someone else’s problem: one approval, one capacity constraint and one compliance or commercial risk. Put an owner and a decision date against each. Most delivery surprises were visible long before they became urgent.
