23 Sep 2026: WSP Walks Away from Arcadis, Procore Moves Into 3D, and Water Delivery Gets a Shake-Up

01 · Markets: WSP walks away from its £3.8bn pursuit of Arcadis

Two rejected offers bring a potential engineering consultancy megadeal to an end

WSP has abandoned its attempt to acquire Dutch engineering consultancy Arcadis after the company’s board rejected two unsolicited approaches. The Canadian group had submitted an improved cash-and-shares proposal worth approximately €4.4bn, but Arcadis maintained that the offer undervalued its business. Its boards also raised concerns about strategic execution, cultural fit and the risks of integrating two major engineering consultancies. WSP has now decided against proceeding with a public offer, saying a transaction would only make sense through a negotiated agreement.

The proposed takeover would have brought together two major players in engineering, design and infrastructure consulting. But combining businesses of this scale means more than adding revenue and employees together. Their project teams, operating models, client relationships and company cultures all need to work together after the deal closes. Arcadis has decided that its existing strategy offers a better path than the proposal put forward by WSP.

WSP’s pursuit is over, at least for now. With Arcadis preparing to make its case for independence, does WSP turn its attention to another acquisition target? (Construction Enquirer)

02 · Platform & Owner Moves: Procore brings measurable 3D site records into everyday construction workflows

DroneDeploy launches Ground Pro following its acquisition by Procore

DroneDeploy has launched Ground Pro, a new reality-capture product that turns ordinary site photos and 360-degree camera footage into measurable 3D records. The launch follows Procore’s completed acquisition of DroneDeploy and brings site capture closer to the drawings, documentation and coordination tools contractors already use. Field teams can now record floor and ceiling conditions, measure completed installations and capture underground services before they get covered up. The aim is to make an accurate record of what has actually been built easier to access throughout the project.

The new product introduces Interior Maps, Mobile 3D Scan, and 3D Measure & Navigation. Rather than requiring a dedicated scanning exercise every time a team needs to check a condition, Ground Pro allows contractors to create useful 3D records from more routine site documentation. KAST Construction says a 360-degree camera walk can take just 10 minutes to produce an immersive 3D view and floor map.

The real opportunity is turning site documentation into information that can be measured and trusted months later. If reality capture becomes part of everyday project records, how much time could contractors save on inspections, disputes and revisiting completed work? (Procore / DroneDeploy)

03 · Project Delivery: Anglian Water reorganises its contractor teams as workload climbs to £3bn

The @one Alliance moves to catchment-based delivery as its capital programme more than doubles

Anglian Water is changing how its @one Alliance delivers infrastructure as the programme grows from approximately £1.2bn in AMP7 to £3bn in AMP8, the current five-year investment period. Instead of organising work around individual asset types, the alliance is moving towards catchment-based delivery. In practice, this means planning and building several investments in the same geographical area as one coordinated programme, with contractor teams organised around the needs of that location.

The change is intended to help the alliance manage a significantly larger workload while improving coordination between projects. For contractors and their supply chains, the important shift is how the work is packaged and delivered. Rather than treating individual upgrades as separate jobs, teams can look at the wider programme, coordinate resources and plan construction activity across multiple assets in the same area.

With water companies facing substantial infrastructure investment requirements, the way owners organise their programmes matters as much as the contracts they award. If Anglian Water can demonstrate better delivery through this model, will other utilities adopt a similar approach before AMP9? (Construction Enquirer)

04 · Markets: Henry Boot swings to a £6.3m loss as UK housing demand remains weak

Slower land sales put pressure on cash generation as the developer reopens talks with lenders

Henry Boot has reported a £6.3m pre-tax loss for the first half of 2026, as weak land sales and subdued housing demand weigh on the Sheffield-based group. Its land promotion business, Hallam Land, sold 556 plots during the period, down from 1,222 a year earlier, while Stonebridge Homes completed 72 homes compared with 85 in the previous year. The company is now discussing its full-year banking covenants with lenders as its new chief executive reviews the business.

The issue is not simply a shortage of land. Henry Boot has a substantial land portfolio, but housebuilders are not purchasing plots at the pace the business needs. That creates a cashflow problem for a company whose business model depends on progressing land through planning and selling it to developers. Management expects trading to be heavily weighted towards the second half of the year, making the timing of planned transactions particularly important.

Henry Boot expects a stronger second half, but its planned transactions now need to complete on schedule. Will improving housing demand unlock its land portfolio, or will the slowdown force developers to rethink how quickly they bring new sites forward? (Construction Enquirer)

05 · Megaprojects: The lawyer overseeing O’Hare’s $8.8bn infrastructure rebuild

Chicago’s airport expansion offers an unusual perspective on how owners manage complex construction programmes

Chicago O’Hare International Airport is undergoing an approximately $8.8bn infrastructure programme that includes two new concourses and a major terminal expansion, all while the airport remains operational. The person overseeing the owner-side delivery effort, Zach Baughman, is a lawyer who came into the role without a construction background. Rather than treating that as something to hide, he encourages his team to challenge assumptions, disagree constructively and explain the reasoning behind their decisions. It is an unusual perspective on managing one of the most complex types of construction programmes.

The ORD Next programme involves much more than building new terminal space. Construction must be coordinated with airlines, the Transportation Security Administration and the Federal Aviation Administration, while temporary taxiways and expanded detention basins are needed to support the wider works. Every major decision has to account for the fact that the airport must continue moving passengers and aircraft throughout construction.

O’Hare is a reminder that construction experience and effective client leadership are not necessarily the same thing. Could more public infrastructure owners benefit from leaders who are prepared to ask the questions everyone else assumes have already been answered? (Construction Dive)

The connective tissue: bigger only works when the operating model works

Today’s five stories are connected by a fairly simple idea: scale creates opportunity, but it also exposes weaknesses in the way businesses and projects operate. WSP’s failed pursuit of Arcadis shows that combining two major consultancies requires more than an attractive financial offer. Procore’s Ground Pro launch is about making site information useful within existing construction workflows, rather than adding another disconnected tool. Anglian Water is reorganising its contractor teams because a much larger capital programme needs a different approach to delivery. Henry Boot’s results show how a slowdown in transactions can put pressure on a business even when it has a substantial pipeline of land. And at O’Hare, the owner is trying to manage a complex programme by encouraging better questions and more open discussion.

The lesson for construction businesses is not that every organisation needs to grow, adopt new technology or restructure its teams. It is that the underlying way work gets done needs to support whatever the business is trying to achieve. Otherwise, a larger organisation, a more sophisticated platform or a bigger project can simply create more complexity.
