Today, we’re looking at five developments that reveal where construction projects are changing, and where the old problems are still catching up with them. Oracle’s enormous New Mexico data centre campus is facing uncertainty over its power supply, raising questions about who pays when critical infrastructure falls behind. Poland is moving closer to building its first nuclear power station, but securing the construction contract is only the beginning of a much bigger delivery challenge. In Pennsylvania, a road contractor is using robotic layout to change how highway work gets done. Meanwhile, Accenture is bringing thousands of construction specialists together under one business, and a Canadian college is rethinking how electricians can train without leaving their jobs for weeks at a time. Different stories, but a common theme: building more is not just about having the capital or the technology. It’s about getting the people, infrastructure and delivery systems in place to make it happen.

Thread to watch: power availability is becoming a commercial risk for data centre developers, nuclear construction is testing the ability to build new supply chains, robotics is finding practical work on live roads, and both project management and workforce training are being redesigned around how construction actually operates.

01) Data centres: Oracle’s Project Jupiter faces a power problem

A reported force majeure notice raises questions over who carries the cost when critical infrastructure falls behind

Oracle has reportedly sent a force majeure notice to Blue Owl Capital concerning Project Jupiter, its planned 2.5 GW data centre campus in New Mexico. According to Bloomberg reporting cited by Data Center Dynamics, Oracle is seeking protection from additional costs if the project misses its planned 2028 opening. The company maintains that the campus remains on schedule.

The problem sits outside the data centre buildings themselves. In July, state officials rejected a proposed natural-gas pipeline extension that would have supported the campus’s power supply. That has created uncertainty around a critical piece of infrastructure for a project that will need an enormous amount of electricity to operate.

The force majeure notice does not mean the project is necessarily going to be delayed. But it does show how quickly a utility issue can become a commercial question between a technology company, its development partner and the investors financing construction.

Data centres are increasingly being treated as a race to secure land, equipment and construction capacity. But none of that matters if the power infrastructure cannot keep up. A building can be ready for handover while the electricity needed to run it is still stuck in approvals or utility works.

The commercial question is just as important as the engineering. Developers, contractors and technology companies need to agree who carries the risk when critical infrastructure sits outside their direct control. Otherwise, the cost of a delayed power connection can travel through the entire project.

02) Nuclear construction: Poland moves closer to building its first power station

Bechtel and Westinghouse agree commercial terms, but the real delivery challenge is still ahead

Poland has taken another step towards building its first nuclear power station. Bechtel and Westinghouse have reached an agreement on the main commercial terms for the engineering, procurement and construction contract with state-owned Polskie Elektrownie Jądrowe (PEJ).

The proposed plant at Lubiatowo-Kopalino could cost as much as $52 billion and will feature three AP1000 nuclear reactors. Bechtel took possession of the site in August, and preparatory works are already underway, including grading, drainage upgrades and temporary access roads. A building permit application is expected in 2027, with operations targeted for 2036.

The agreement is an important commercial milestone, but it is a long way from delivering a functioning nuclear power station. Poland also needs to develop the specialist workforce, domestic supply chain and construction capability required to execute a project of this scale.

The construction contract is only one part of the challenge. Poland is effectively building a nuclear construction supply chain alongside the power station itself. That means developing local contractors who can meet demanding quality standards, securing specialist labour and coordinating hundreds of companies over a programme that will run for years.

The opportunity for the domestic construction industry could extend well beyond this single project. But getting local companies ready for nuclear work will require investment in training, quality assurance and the ability to deliver consistently. The early civil works are only the beginning.

03) Robotics: a Pennsylvania contractor puts robotic layout to work on live roads

D.E. Gemmill is using LiDAR and a robotic plotter to change how highway joints are marked after resurfacing

A road contractor in Pennsylvania has started using a robotic plotter to mark transverse joints on live highway projects. D.E. Gemmill has deployed the technology on two projects this month, combining LiDAR scanning with robotic layout to identify where joints in the existing concrete road need to be cut after resurfacing.

The process starts by scanning the existing road to record the position of the joints before a new surface is applied. That information is then used to guide a robot, which marks the cutting locations on the resurfaced road. The company describes itself as the first US contractor to use this particular robotic layout technology.

It is a practical use of robotics that connects two field operations: capturing information about the existing surface and accurately transferring it back onto the finished road. Gemmill also sees an opportunity to reduce the amount of time workers spend exposed to live-roadway hazards, although measured safety and productivity results have not yet been reported.

This is where construction robotics starts to get interesting. The robot is not replacing an entire road crew or attempting to automate the whole resurfacing process. It is taking on a specific, repetitive task where accurate positioning and reducing the time people spend working in traffic could make a meaningful difference.

The next step is proving the operational benefit. Contractors will want to know whether the system reduces labour hours, improves accuracy, cuts rework and makes the job safer once setup, scanning and equipment costs are included. A successful demonstration is useful. Repeatable results across different projects are what make the technology worth adopting.

04) Project delivery: Accenture launches a construction business with 5,000 specialists

Accenture Construct brings engineering, project management and technology together in a new global business aimed at major infrastructure owners

Accenture has brought its capital-project capabilities together under a new business called Accenture Construct. The company is combining more than 5,000 specialists across engineering, advisory, project delivery and technology, drawing on specialist businesses it has acquired in several countries.

The new business is aimed at owners delivering complex projects such as data centres, railways, airports and power infrastructure. Accenture wants to provide a shared foundation for project data and a single partner spanning the delivery process from planning through to handover.

The thinking is straightforward. Major projects often involve separate designers, consultants, contractors and operators, each working with different information and priorities. Bringing those functions together could help owners identify risks earlier and maintain a clearer picture of programme performance. Accenture’s claims about improved cost and schedule certainty are ambitions for the new business, rather than demonstrated outcomes from the announcement.

Construction does not have a shortage of project management software or reporting dashboards. The harder problem is getting everyone responsible for delivering a project to work from the same information, agree who owns each risk and make decisions before problems reach the site.

Accenture’s opportunity is to connect the technical and commercial sides of delivery rather than simply add another layer of technology. The real test will be whether this model helps owners make faster decisions, resolve issues between contractors and consultants, and improve outcomes on live projects.

Accenture is putting thousands of specialists behind a more integrated approach to project delivery. Will owners get better results from having one partner across the programme, or will coordination remain the hardest part of the job? (The Construction Index)

05) Workforce: Canada rethinks how electricians train without leaving the job

Vancouver Community College introduces a more flexible apprenticeship model designed to keep trainees working with their employers

Vancouver Community College has launched new construction-electrician training programmes that allow apprentices to complete more of their education while continuing to work. The six-month foundation course combines 350 hours of work-based training with Level 1 Red Seal technical instruction. Apprentices can then complete Levels 2 to 4 while remaining with their employers, rather than repeatedly leaving site for traditional blocks of classroom training.

The change comes as British Columbia faces sustained demand for skilled electricians, with more than 5,000 openings expected over the next decade. A survey cited in the report also found that 32% of employers were having difficulty finding apprentices.

The new foundation programme’s first intakes are planned for May and September 2027, so this is not an immediate solution to current vacancies. But it addresses a practical barrier to training: smaller contractors can struggle to release workers for extended periods of classroom instruction while keeping their projects moving.

Construction’s labour shortage is not just about persuading more people to enter the industry. It is also about making it practical for companies to train the people they already have. For a smaller electrical contractor, losing an apprentice to classroom training for several weeks can create a real problem when there are projects to deliver and limited people available to cover the work.

A more flexible approach could make apprenticeships accessible to employers who would otherwise struggle to participate. The important part will be maintaining the quality of technical instruction and making sure apprentices still get the practical experience they need. Training that works around construction schedules could help bring more employers into the system.

The first foundation programme intakes are planned for 2027. Could keeping apprentices on the job while they study make training a more realistic investment for smaller construction firms? (Journal of Commerce / ConstructConnect)

The connective tissue: building more means fixing the systems around construction

These five stories point to a problem that runs through much of the construction industry. Oracle’s data centre campus shows how power infrastructure can become a commercial risk before a building is operational. Poland’s nuclear programme shows that delivering major projects requires a workforce and supply chain capable of growing alongside them. Pennsylvania’s robotic roadworks demonstrate how technology can address specific field tasks, while Accenture is trying to improve coordination across the wider project delivery process. And in Canada, electrician training is being redesigned to work around the realities of running a construction business.

The common thread is that delivery problems rarely sit within one discipline. The building might be ready, but the power is not. The project might be funded, but the skilled workforce is missing. The technology might work, but the existing process makes it difficult to adopt. Making progress means dealing with those dependencies rather than treating them as somebody else’s problem.

One practical move this week

Take one live project and identify the three dependencies most likely to stop progress, even if your own team delivers everything on time. It might be a utility connection, a specialist subcontractor, an approval or the availability of trained people. Establish who owns each dependency, when it needs to be resolved and what happens if it slips. The earlier those risks become visible, the more room you have to do something about them.
